On the morning of July 9, 1939, Foley Motor Works Plant No. 3 stopped making cars and started making coincidences. Every chassis off the line was missing the same bolt — a bolt the station-9 man had set thirty thousand times without a miss. Workers began blacking out mid-shift and coming to at their benches with no missing time. The night foreman died at his post of 'heart failure' on the 3rd, and by the 9th he was still showing up to punch the time clock — and a dead man keeping regular hours is the sort of thing that reaches Census before breakfast. What the plant had was a CLOG: its delivery line had jammed, and twenty-six souls were standing in it. In 1913 a boiler-room explosion had killed twenty-six men in a single shift; the company sealed the wreckage in concrete rather than pay for demolition — and poured it directly over the plant's oldest transit node. The queue built for twenty-six years, quiet and patient, until it hit capacity and spilled over into the waking world. Agent Maddock's team didn't fight anything — you can't fight a traffic jam. Under cover of a scheduled plant shutdown, Census engineers breached the concrete and re-opened the node. The backlog drained in a single night; the plant lights browned out twice going down. The foreman punched out one last time and stopped coming. Foley recalled the entire July run to re-set the bolt. The line never missed it again.
